Arizona Cop Caught On Citizen Video Tasering Mentally Ill Man
Another citizen video emerged showing a police officer tasering a mentally-ill man who posed no threat to him.
But am I the only one who finds it disturbing that the videographer is not only hoping the man would get tased, but then sounds ecstatic when he actually does get tased?
I’m sure he was elated that he caught the cop in the act of tasing a mentally ill man; a sure hit for Youtube.
But I really have to stress it to these citizen journalists – the more you control your emotions, the less distracting you will be on video.
In other words, either keep your mouth shut or provide a simple narration of what is happening with some quick background of what took place before you started recording.
This is not a game. Save the cheering for the sports bar. Or at least until after it's posted on Youtube.
The incident took place in Prescott, Arizona over the weekend and has already been covered by the local newspaper as well as the Fox News affiliate in Phoenix.
The mentally ill man was apparently asking for change and talking nonsense to customers walking out of the restaurant.
Cops were called and told him to hold his arms out, which he did. The cop told him to turn around, which he didn’t do.
The cop had no choice but to teach that mentally ill man a lesson in respecting his authority. He ended up tasing him twice.
Initially, police charged with his felony resisting arrest, which means he was being violent.
But the video proved that was not the case, so now he’s being charged with disorderly conduct, which we all know is code for contempt-of-cop.

What danger was the officer in when he used the taser the second time? The man was on the ground and had just complied with the order to roll onto his stomach.
Isn't it ironic that the old woman is telling the videographer to mind his own business? Do you think it was the fact that he stated the man had mental issues that prompted her to stick her nose into things or the fact that he was recording the event?
That guy is just low class. Regardless of recording video or not hoping for pain and misfortune of others just so you can get some kicks is just wrong.
As for the woman, it sounded to me like she saw things from the beginning. That somehow him hassling some other woman and not jumping high enough when he was ordered to by the officer was enough to justify getting tasered.
The bystander saying "totally awesome" to the tazing is a nice touch, but it's the cop shouting "don't move" just after administering a shock which would cause most people to writhe in discomfort that's really classy.
It's not unlike the old 'Bang! Stop or I'll shoot.' routine.
Or the bully that slaps you with your own hand while saying 'Quit hitting yourself!'
The video does not show everything that happened, nor can you hear the orders being given by the officer. The videographer argued with the woman about the guy being mentally handicapped. If he put his arms up when ordered, he would be equally capable of putting them down when ordered. Furthermore, if the guy does not comply, there is no reason an officer should roll around on the ground with him and try to physically restrain him while risking personal injury to himself. He WAS suspected of a crime ( no matter how silly of one ) and therefore was given lawful orders by the officer who was most likely in the process of having the man lower his arms and turn around so that he could be handcuffed. This would have not only protected the officer but probably the man as well. Even if he did not end up taking him to jail, he could have atleast talked to him, or had someone qualified to work with the handicapped come to assist.
With that said, the charges were clearly bogus ( unless there was more before or after the video which you do not see ), and the second tasing while the guy was on the ground was absurd as well.
It looked like the guy was trying to pull out the taser prongs and that is what led to the second tasing. You can see his right arm go up towards his chest. I assume the officer gave him the second ride to prevent this.
While I can understand the logic of needing to prevent the probes from being removed the article cites the police report saying, "When the man started rolling over as if he was going to sit up, the officer deployed his Taser again, according to the police report." Since the police report apparently doesn't fit with either what we see in the video or your theory it still leaves a gaping question as to why the second ride happened.

This videographer is really the lowest of the low. First he delights on getting the tasering on video. THEN he goes out and tells the officer the person is mentally ill. If he was so concerned about this person why didn't he go out and tell the officer right away. This may have prevented a tasering. Also, we don't know what, if anything, this man said to the officer that may have prompted the officer to tase him. What if he said something like, "I have a gun in my pants and I'm going to take it out and shoot you." Then the tasering would be fully justified. There are plenty of mentally ill people in society who can function well enough that others can not immediately tell they are ill. This could be the case here. To automatically castigate the officer for tasering this person is wrong.
I agree with you. Had I been in that situation and known that the guy was mentally ill, I would have gone out with my camera on and told the officer that he is mentally ill.
And given the officer as much background as I can, such as, he's not a violent person or whatever.
The cop might ignore it but he might also take it into account.
But to just sit there and hope he gets tased, then celebrate it when he does, and then walk out and act all concerned is just very hypocritical.

The officer was alone and trying to take this guy into custody. If the suspect wasn't listening to the officer's directions, tasing him is much safer than rushing in and trying to force the guy to turn around and get his hands behind his back.
All the peanut gallery in this video saw was a guy with his hands in the air and everyone is trained by the movies to think that means everything is done. Of course that's not how real life works.

I'm curious why OC (pepper spray) has gone out of vogue and the expensive, occasionally deadly Taser is the new toy of choice. Each shot costs, as far as I know - unless they've made re-usable cartridges. Seems that they couldn't, though, because of health issues of tasing a second person after the probes have been stuck into another.
Why would OC not be appropriate in this, or most other tasing cases we've seen here, unless they were in closed, confined areas?

Honestly a taser is more effective. OC is messy and imprecise. I can't count the times I've sprayed someone and got a mist back. You still have to wrestle with a person who is sprayed and you usually get the crap all over you as well. On top of all that, a motivated suspect can ignore the spray and fight right through it.
Tasers, on the other hand, are much more effective. One shot (usually) and the guy drops. If he continues to resist or ignore your commands, you can continue to zap him until he complies. It is fairly rare that a person can fight through a tasing (but it does happen).
Pepper Spray does not offer the excitement of the kill.
Cops can kill old people and kids with tazers and get away with it.

One finding as a cause of death doesn't mean a hill of beans.
Studies have shown the taser is as safe as any other method and it certainly prevents injuries from prolonged struggles with police. You can grab onto the taser as your anti-police cause of the day if you want but the reality is that tasers are an accepted weapon for police and are not going away anytime soon despite Amnesty (and you) crying about it.

The right to remain silent is the 5th Amendment for protection against self-incrimination. This man has the right to remain silent from intrusive commands, while also having the right to have any attorney present before answering any questions or commands. Remember the Arizona Miranda Rights? This is Due Process. The 4th Amendment guarantees privacy from search and seisure.
Electrically assualting a harmless man without probable cause,(especially if mentally challenged or hearing impaired is a violation of your oath. Probable cause is the act of committing a crime, not hearsay from a snitching gestapo bitch inside a business. This is not not admissable in court. Where is the evidence this man was loitering?
Probable cause is clearly defined as a crime in progress, a broken windshield, a bag of cocaine, or gun placed at the scene of the murder to replace the gun used by pigs to coverup the murder committed by pigs.

Photographer should have called 911 and told dispatcher what was going on, and that its being recorded. I saw that stop a televised beating in Cleveland instantly.
This cop is in for a big lawsuit and he won't have qualified immunity. In Bryan v. MacPherson, 608. F.3d 614, 618 (9th Cir. 2010), the Ninth Circuit, of which Arizona is a part, ruled that an officer can not use an Electronic Control Device (ECD or Taser) against a suspect who is not exhibiting assualtive behavior and poses no imminent threat to officers or others. Simply refusing orders is not sufficient cause to deploy a Taser.
In that case, an officer Tasered a mentally ill man who was pulled over on a traffic stop, got out of his car, was swearing, shouting "gibberish" and expletives and hitting himself on his thighs. Clearly this man's behavior doesn't even rise to that level. And considering the underlying crime of disorderly conduct--which the court found must be taken into account--this level of force is not justified.
My sense is that since this officer is part of a small tribal police department which patrols a casino and two shopping centers, (the tribe only has 180 members) they are totally inexperienced and apparently unprofessional. In the article, the Police Lieutenant is quoted as saying that they "don't participate in media interviews." Excuse me? A police department that doesn't talk to the media?
In any event, this guy won't have to beg for money much longer. He's gonna get some casino cash in several months time.
Great find Jake. That shines a bright light on the issue. If the gentleman began advancing on the officer would be the appropriate time to use the taser. The officer waited for backup once he was on the ground anyway so what harm would there have been for both of them to remain standing?
The police are trained to use the taser to subdue uncooperative suspect because a taser is LESS likely to cause injury to the suspect than a physical take down or pepperspray would. It has nothing to do with self defense. It has to do with taking a person into custody in the safest way for both the cop and the suspect.
Though there are 100s of web site claming other wise, there have only been a few cases were a tasers has been sited by a coroner as a “possible contributing factor” in a death. And only a couple sited “cause of death” A 200+ lb police officer slamming you to the ground is much more dangerous.
I'd honestly rather have a 200+lb officer slam me on the ground than hit me with a taser. I know I can take a hit and recover from it, but I'm not so sure with a taser. Cops use tasers indiscriminately, without regard for people with medical conditions (heart conditions, pacemakers, history of seizures, diabetics in insulin shock, etc.), and the officers that use them most are the ones with the most sadistic personalities.
The taser is the new billy club, and it delivers the same result, only they can rationalize electrocuting someone better than beating them into submission since a taser leaves fewer marks on the victim. I would personally rather take my chances against the club.
It's well documented that few coroners will go up against the Tazer company for fear of being sued into oblivion.

Shot this Tuesday night while in Charleston, SC. I don't blame the police for using a Taser in this situation. He had already placed his hands on a cop, was coming at them and was bigger than any one of them. He even asked them to Taser him. Also, although I didn't start taping until near the end of the situation, the cops were quite patient and were just trying to talk to him until he started coming at him. Also, they gave me no issues about videotaping, although my fear of being harassed for videotaping is why I waited so long to pull out my camera. Still, I would like to see other less dangerous methods of subduing people like this.

Or severely disabled mentally & physically. In Burlington, IA the police tasered a severely disabled man after he was assaulted with an aluminum bat to his skull by a stranger. They were supposed to help this man who was beaten, but instead tasered him.
A few days ago this city gave an $80,000 check to a man they tasered prior to his arrest. The city attorney KNEW the officer used unnecessary force. They paid him off to keep it quiet and not pay a higher fine in federal court.
It is sad that victims of the Taser gun have to file a civil suit to get justice. This handicapped man will get a much larger amount of money since he was never arrested. He committed no crime. He was the victim of an serious assault and an illegal tasering from an OUT OF CONTROL police officer.
