Canton Cop Threatens To Kill Citizen In Third Dash Cam Video
Canton Police Officer Daniel Harless scored a hat trick Thursday when a third dash cam video emerged showing him threatening to kill a citizen during a traffic stop.
The threats begin at 4:40 in the above video where he eventually tells a citizen, "If you scratch you balls wrong, I’m going to pull my gun and I am going to shoot you.”
He has also been cleared in 18 internal affairs investigations since 2001, according to a NewsChannel5 investigation.
But Canton Police Chief Dean McKimm told the news station that “there was no evidence Harless was a problem.”
However, the three videos were enough evidence for internal affairs to determine he violated three department rules.
The rules Harless is accused of breaking include deportment, cooperation with the public and treatment of persons in custody.
But the real problem was not necessarily that he threatened to kill citizens who were of no threat to him.
The real problem was that these videos went viral, prompting people throughout the country – including many who saw the videos on PINAC - to call the Canton Police Department to voice their displeasure.
Here are some statements from the internal affairs report obtained by Canton Rep.
“Officer Harless’ conduct ... has brought disrepute upon himself and the Canton Police Department,” concludes a report by the internal affairs division, which the Law Department released to The Repository on Wednesday following a public records request.
“The volatile attitude that Officer Harless displays (during the traffic top) ... has gained negative national media attention towards these officers and the Canton Police Department,” the report adds.
“The Canton Police Department’s operation and efficiency has been impaired due to negative phone calls and emails that have been fielded by its members (regarding the case),” the report says.
Harless will face a hearing on September 7 that will determine his fate.

Threatening to kill citizens who posed no threat to him at least three times? Bare minimum, he should be fired immediately. His conduct would be considered unprofessional even if they'd all whipped out pistols against him, and is grossly so because of the innocence of those whom he's threatened.
Yeah... if a citizen, while armed, said to another citizen "if you scratch you balls wrong, I’m going to pull my gun and I am going to shoot you,” I'd expect them to be arrested for menacing, assault, or something similar. It would certainly put fear for my life and safety if someone did that to me.
If a citizen did it 3 times, I'd demand it.
But, when the citizen wears a blue suit and a gold-plated pin, all of a sudden it's potentially OK?
If Harliss isn't put on trial for his actions, it's a good example of the "laws for YOU are different from laws for ME" attitude of law enforcement. And a good reason for the citizens of Canton, Ohio, to mistrust their police force even more.
He's another thug with a badge, and we all know that thugs with badges can get away with anything. They are immune to the law because the "Blue Code" protects them.
These days, especially with the war on "terror", a police badge is a patent of nobility, de facto and de jure.

What do you expect from morons with single digit I.Q.'s. They were called PIGS in the sixties for a reason. But as a society it is our responsibility to demand more professionalism and respect from our public servants, until then don't be surprised by these MORONS.
This is a great reason to abolish police departments. Let's replace them with nothing. Private individuals can handle their own security needs by themselves or by hiring private security companies. I know for a fact if a private security guard behaved in this manner, he would be fired immediately

There are individuals who get excited by being cruel to others. They could find other ways to get their thrills, but becoming a cop makes their life a pleasure cruise. :(

The lesson here is how important it is for us citizens to video record police interactions and publicize wrongdoing as widely as possible. When people are shown the truth, they react and real change can happen (such the firing of a douche bag like Harless). If we stop shining the light even for a moment, the status quo will return.
I think JL and Bart should attend the hearing and defend this guy.

When you have a suspected bank robber at gunpoint it would be appropriate to tell him that if he reaches for his waistband he will get shot. If you have a guy who just fought you, it would be appropriate to tell him that if he continues to struggle, he is going to get hurt. If you have a guy that just lead you on a 10 block chase and you catch him while exhausted and he starts to tense up during cuffing, it would be appropriate to tell him that if he resists you will tase the shit out of him.
Think about it some and I am sure you can think of other times it would be appropriate.
If a reported tries to pin down a chief as he dodges questions it would be appropriate to threaten her as you assault her...

Read my reply above. There are times to threaten to use deadly force. Felony car stops and stops of suspected armed robbers would be two. I gave several.
Nothing at all wrong with telling a suspected bank robber that is being held at gun point that if he moves, you will shoot him.
If you have a problem with that, then those pretty rainbow glasses you are wearing are clouding your judgement.
However before everyone gets their panties twisted up, I in no way think this specific incident is appropriate for threatening the guy.
Your words speak volumes about your approach to law and order. It may be a good thing that you are not on the street or we might be watching a video of you. You still need help.
Those sounded like lawful orders. There is nothing wrong with that when trying to stop a suspect.
However, what would happen if s citizen told the an officer, perhaps you, that he was going to kill you? Would he get fired from his job, fired upon, or prosecuted?
You see, making a death threat is a crime. In fact making a threat is a crime. Stating if you don't do X, I will do Y, is felony extortion.

Do police ever "warn" people or do they just automatically go into "threatening"? No, you chose the life and your ego seems to have the need, so you go out and feel big with your gun. You seem to have enough ego for both of us. So, you are on the streets! I'm sure you and the other loose cannons down at the office will have a good laugh about how Harless has managed to keep his badge through 3 video tapes and 18 IA investigations. I would be amazed if you have truly and finally recognized that there is now at least one "bad cop" in the world...and that is probably because he got caught. There are times when threats are appropriate. There are times when they are not appropriate. Most of the time they are not. This is one of those times when it is certainly not appropriate. I've spoken out that I think this officer should be fired and I wouldn't cry if he got charged. What else do you want?
With all that said, yeah there are times when the police need to raise their voices at people. I know it might scare you a little bit but that's how the world works. Keep living in a dream world where police never need to use force or even yell at folks. Just don't venture outdoors because you may be in for a shock.
Once again, go strap on a gun belt and show us how it is done then.

first things first, the people pulled over did not assert their rights, they willfully ceded them of there own free will. They did not know there rights therefore they did not have them. SO the first problem here is the people.Did they file a complaint? Did they record the encounter.
So they get what they get. A sociopath with a gun and a badge in my opinion.
Because the people are too dam lazy to even properly educate themselves as to what there rights are. How to properly assert them peacefully with common sense. The Servants in charge do not have any problems with sociopaths threatening to kill, until it goes viral. Viral enough to reach enough people who actually know there rights and who have had enough.
