NYC meter maid tickets councilman who photographed him illegally parked

I usually frown upon stereotypes but I also know there is some truth behind them.

Especially when it comes to cops and doughnuts.

Last month, it was the arrogant cop in Massachusetts who was caught on camera parking in a handicapped space in front of the Dunkin Donuts.

This week, it is New York City traffic enforcement agent Daniel Chu running stop signs and weaving in and out of traffic with lights blazing to end up parking illegally in front of a Dunkin Donuts.

New York City Councilman Dan Halloran said he also witnessed Chu yapping on the cell phone while driving, which is illegal in New York City.

Halloran followed Chu to the Dunkin Donuts and snapped a picture of Chu parked illegally.

Chu responded by writing Halloran a $165 ticket for blocking a crosswalk.

And this after Halloran informed the officer that he was a city councilman.

And that is why I don’t like stereotypes.

After all, Asians are supposed to be much smarter than that.

Chu, who is now being investigated, appears to be as dumb as a rock.

Carlos , I must correct something in your story. Officer Chu is not a police officer, he is a traffic enforcement agent . In NYC that is equivalent to being a meter maid.

I learned the hard way many years ago that if I see a traffic “cop” doing something wrong, I never confront him from my vehicle. I try to park a block away without him ever seeing me exit or enter my vehicle.

Then I run up and confront him on video.

In the past , I have received revenge tickets such as the honorable councilman Halloran got from officer Chu.

In NYC the meter maids are cruel and obnoxious in enforcing petty nonsensical violations. For example, if signs inform drivers that they must move their vehicles by 8am on a particular street, the meter maids have already began writing the summonses at 7:55, and when the driver comes out at 7:58 to move the vehicle, the officer says sorry I already began writing the ticket etc.

What makes people more irate then getting an unfair summons , is watching the same meter maids violate traffic rules while running personal errands.

I commend Councilman Halloran for a job well done.

Before Mayor Giuliani merged the former “Parking Violations Bureau” into the NYPD, these “traffic enforcement agents” wore brown uniforms and were commonly called either “meter maids” or “brownies”.

One good thing is that they are NOT armed

NYC traffic, traffic officials, tickets and ticketing, irate people, blah, blah, blah, has been an ill since the day cars were invernted and it will always be that way in NYC. To use this as a lever to get at First Amednments rights will never go to court or be recognized as a valid argument. It’s so well worn and tired that I suggest another venue. (I am a native NY’er)

Um, Joe, the traffic officer was breaking the law by speeding, talking on a cellphone while driving, and ignoring stop signs.

Sounds like a valid argument about the need to document that stuff to me. So far, you’re the only one who doesn’t see the value in this. You’re the only one saying that, so it makes me think that your argument is invalid instead.

Everyone on this message board sees things that way and I am the dissenting opinion. Of course he did those things but we know that meter maids, cops, councilmen, many others get away with things like that all the time. Take it to court then and charge the guy with those offenses, that’s all I’m saying. Sue them and get it over with. Stop the whining out here and make some real change.

You’re not cops so you can’t give tickets, you’re not lawmakers so you can’t re-write the laws, all you can do is sue in a court of law. Do you think that Johnny Police Office is going to wake up one day and do what you, Mr. Citizen wants? In the immortal words of Joan Rivers:

I just watched that video, high def! Cool! Too bad they didn’t rotate it with the many free softwares available today, I can do it asked nicely!

I also listened to that spolied brat narrate it. So typical of my fellow New Yorkers and their holier than thou attitudes.Part of why I left. That and the winters, lol.

Ahhh but this brownie did not mess with an ordinary New Yorker – he messed with a City Councilman. Last time I heard using emergency lights to go on a lunch run violates any number of departmental and city government regulations. Whether or not the ticket was valid is irrelevant – that brownie better have a good union rep at his suspension hearing.

And as a native New Yorker myself (and one who still lives here) I know full well the facts of life – that does not mean that we have to accept them. Brownies abused their power so the City Council voted a 5 minute grace period at all meters and parking regulation signs. The Mayor went overboard installing meters all over town so the City Council voted to ban Sunday meters. We CAN fight city hall and win.

By the way – you keep talking about court cases with respect to public photography. Why don’t you check out the lawsuit that the NYCLU filed against the Department of Homeland Security for harassing photographers who take pictures of the federal building in downtown NY. Yes – the NYCLU cares very much about photographer’s rights and is doing something about it

I am amazed at the hypocrisy of what I saw with the Mr. Chu ticketing incident. Not at Mr. Chu though. Imagine, an official of NY making a complaint like this when the city has been cancerous with social ills since it was a colony? Puhleeze Sir! Who made the Dept. of Traffic into what it is? NYC Officials that want the revenues, like they do with birth certificates and so on. Please don’t get me started Sir. Even during the Colonial period NY was the most corrupt of all the Colonies manupulating the currencies and coinages of the other colonies. I suggest you delete this hypocrisy.

PS. I think that anyone that owns a camera or that has ever owned a camera feels the same way. That they have the right to take pictures. I was incensed one time in a club that security told me I could not take pictures when he let the short skirted babes with the deep cleaveage take pictures. Knowing that was unfair I made a comment to the senior security official. It seemed that he was on the carpet at the time for even more infractions and lo and behold, soon thereafter he was not employed there anymore.

Please do not see me as a communist, as against the constitution, or individual rights. You would be amazed at what I have accomplished with my letters and persuasive writing, and you would be proud of me. Nevertheless, we’re a long way off from making changes here, a very long way off.

I still maintain that the subjects of the photographing have rights also. There may not be an expectation of privacy at the original location where the shots are made but when guys like you post it on the internet that is a different location and one does have the expectation that it is not reasonable or fair to have their image broadcast to the world with maniacs like yourselves tearing them to pieces.

Lets do a few videos of your family to see what you feel about photographers first amendment rights.

And how many do you want – One case filed by the NYCLU sets precedent.

Just last year, the NYCLU reached a settlement with the city of New York whereby the NYPD issued an operations order reminding police officers here that photography is LEGAL.

Railfan friends of mine who have been either detained and even arrested for taking pics in the subway have received FIVE FIGURE SETTLEMENTS. Can you say Hasselblad at taxpayer expense!!

When the MOFTB proposed requiring permits for most public photography a coalition of artists, photographers, the NYCLU and NPPA banded together and organized a petition drive. The proposed regulations were DROPPED and new ones written. You can now use a tripod without a permit in NY.

I must say that we still have isolated incidents with rogue cops who like to make up laws instead of enforcing the law as written, but overall the situation has improved over a year or two ago.

You know full well that the court system is for the RICH. Who amongst us has the resources to take these issues to the Supreme Court. The idea of blogs like this is to move public opinion, and apparently it is doing a good job otherwise you would not be fighting so hard against it.

I grew up in a world where photography was only banned in countries like the Soviet Union – I never thought that the US would ever emulate those societies and blogs like Carlos’ are important to help ensure that we never do.

Yes – the case was filed recently. Photographers have been repeatedly harassed for taking pictures of the buildings in the area even though it is perfectly legal.

You are comparing apples and oranges. A private club has the right to regulate photography within its property. You cannot compare taking pictures inside a club with being able to take pictures of a building from a public sidewalk.

Sorry – but the subjects of photographs do not have rights if they are in a public street with no expectation of privacy. In fact street photography is an important genre in that it preserves a slice of history for future generations to see. Do you really think that photographers have model releases for every street scene in the history books today. How about that famous picture of the nurse kissing the sailor on V-J day? The subjects were never identified.

If people don’t like it then try and change the law but any rules restricting public photography will be met by stiff opposition from the same coalition that got the MOFTB to back down. People have spent hundreds and even thousands of dollars on camera equipment – we will not let them become expensive paperweights without a fight!

I recall the days when Sinatra used to bounce around the night life and when a photographer took his picture without his permission he slammed the camera to the ground smashing it and then threw the photographer a handful of hundred dollar bills. They then wrote about Frank for months and months after that but all if did was get more of his records sold, lol. Expensive camera equipment. A photgrapher would sell his soul for the right price and they do it every day of the week.

And by the way, the action brought above is by a couple of law school students if I read correctly, however supervised by proper legal authority?

Joe, I don’t like it any more than you do that Bloomberg is running NYC, and I live as far away from there as one can get without leaving the state. He’s full of crap, and not enough NYC residents seem to care to the extent it would take to get him out of office. Heck, this man even bought himself a change in law so that he could serve a third term, and is probably going to run for a fourth. He does a disservice not only to his city, but to the whole state.

I have no problem with what Halloran was trying to do, but breaking the law to do it was also wrong. Do I feel he should be ticketed, no. What ticked me off though was he tried to use his “elitism” to change the outcome of what happened. If Halloran wants to use a revenge defense in court, fine. However, he shouldn’t be using his King status. It reeks of elitism.

Glad I heard you (1st time) on TPH 18June2010. The public needs many sites like yours in today’s Constitution-threatened social environment. More likely it will be “John Q. Public” which will help defend the U.S. Constitution– than career politicians and goon enforcers. The public needs to become more acclimated and proficient at employing documenting devices.

I personally look forward to learning greatly from the posted images and accompanying stories on this site.

Gee…and here I was thinking that the person whose posts have been the most angry and combative belonged to Joe P. Frankly, I’d be hard-pressed to remember any posts that sounded so much like shouting without actually being made in all caps.

You claim to be here to incite other posters into action. I’d be curious to hear about what actions you’ve taken to help this or any other cause, right wrongs, abolish corruption, etc.

Frankly, I am heartened that a politician at any level would bother to take any time at all out of his or her day to even notice that an authority figure was acting inappropriately. Most of them seem to proceed about in their rich little worlds, blissfully unaware of what the hoi polloi have to deal with on a daily basis. It’s when they do notice, rare as it may occur, that change has the best chance of coming about. I just don’t see anything wrong with reporting or commenting on it and I certainly don’t see the need for the verbal “tasing” that Joe has been dishing out.

Just my 2 cents.

If the councilman was in fact blocking a crosswalk then he deserved a ticket that is the law the representatives of the people chose to create.
I realize that pictures of CHU at Dunkin donuts gets people riled up. Unlike the COP in Mass this is NEW YORK CITY there are not other spots. The two example are apples and oranges.
SO this meter maid gets a 15 minute break. How is he supposed to take it. He does not park his car get out and go to work. He works from his car, doing a job the people of New York want him to do.He might be a bad Meter maid. There is no evidence of that other then from a man charged by him.
I suppose you would want your SERVANTS to wear adult diapers and NOT eat in there 8 hours of DUTY. YOUR work has a bathroom and a break room. What do you people expect these people to do.
Human Dignity and his right to a break are the ISSUES here. Common sense in allowing employees to have that dignity.

The people of New York deserve a councilman who is smart enough and caring enough to take the time to gather evidence in a legal way. A councilmen who cares about people and there work conditions.
He chose to confront the Officer directly and that was very unprofessional. The fact that he thinks he is above the law is scary, If in fact that is what he thought.

also this one deserves my input,
there was no video of the TEA breaking any laws, there was no proof he actually parked illegally except as stated by the narrator that it was a no standing zone. BUT while panning his camera up and down the councilman filmed his own car on the wrong side of the street facing the wrong direction blocking a marked pedestrian crosswalk, he is also involved in a recent court case where his aide lost in traffic court where the same agent gave his aide a ticket for falsely using a city council placard in his name for another car to park illegally.
